Celebrating the people shaping clinical development outsourcing
The PCMG Awards recognise individuals, teams and partnerships making a meaningful contribution to clinical development outsourcing.
As the outsourcing landscape continues to evolve, these awards shine a light on the people driving progress across the community — from those developing new solutions and improving ways of working, to those building stronger partnerships and shaping best practice across the sponsor, CRO, technology and service-provider ecosystem.
The awards celebrate both current impact and long-standing contribution, reflecting PCMG’s role as a collaborative space for the clinical development outsourcing community.

Outsourcing Trailblazer of the Year
Florence Mowlem
Colleagues and partners across the life sciences industry recognise Florence as a leader with a unique talent for integrating science, technology, and empathy in her work to improve the clinical trial patient experience and the relationship between the patient and the investigator site. An expert on the electronic capture of clinical outcome assessments (COA) and the use of digital health technologies (DHTs) in clinical trials, she is focused on advancing best practices for their design and implementation. And, more importantly, Florence is dedicated to sharing these advances across the industry for the greater good.
Innovation in Outsourcing
Tom Lazenby is a clinical trials quality assurance professional turned software founder and an active contributor to the PCMG community. After years of managing audit programmes, quality oversight, and regulatory inspections at GSK, UCL CTUs, and Imperial College London, he found that the tooling available to manage vendor oversight simply wasn’t fit for purpose. So he built his own. In 2023, Tom founded Mayet and created VendorVigilance: a GxP-compliant vendor management platform for pharmaceutical and biotech sponsors. Every workflow in the platform is shaped by his direct experience. Tom represents a new kind of outsourcing leader: one who has lived the operational challenges, built a technology solution to address them, and actively gives back to the professional community.

Significant Contribution to Industry
Graham Belgrave
Graham Belgrave’s work has had a lasting and practical impact on how clinical development organisations collaborate, contract, and deliver trials globally. His influence is visible in tangible operational outcomes — including reduced trial cycle times, broader geographic participation in studies, and clearer performance oversight of vendors — all of which support faster, more reliable delivery of clinical programmes. Equally important has been his effect on people and professional standards. Through mentoring, speaking, and contributing to industry toolkits and best-practice guidance, he has shaped the skills and mindset of a generation of clinical procurement and outsourcing professionals.
